You need to be a member to do them. To start them, you just have to click the Quests page, and click the Green burst sign.
It shows the things you have to do, some, obviously only for members. Once you do them, they highlight.
If you're a member, you must complete all 3 levels of the Achievements, and then you can access the very useful bank. You also get Varrock Armor, which has a number of benefits.
Also, you can wear the Varrock Armour 3 to get into the Guild instead of a chef's hat
