This could be due to a whole variety of reasons; Overloading, overheating, dried out caps (as you mentioned) for instance. If the UPS is under warranty, you may be able to get it fixed by the manufacturer. It's not a good idea to continue to operate the UPS in this state due to the possibility of short-circuit and the associated risk of fire.
