I suspect that the position is that banknotes remain the property of the Bank of England and we only have a license to use them, in which case, you would be committing criminal damage. Whether the police or CPS deem it to be in the public interest to prosecute you is another question.
If you've got money to waste doing stupid stunts like setting it on fire, then why don't you just donate it to a reputable charity? A homeless shelter, starving kids, abused or endangered animals, Help For Heroes, cancer research, British Heart Foundation etc.
No, it's illegal to deface them by printing, stamping, impressing, words letters or figures, but it doesn't appear to be illegal to burn them. Currency and Banknotes Act 1928.
