So if you had a savings bond at a certain bank, and say it burns down, would you still be able to cash it some place else if you know the bond number?

The right way to handle this is to fill out the form for Lost, Stolen or Destroyed US Savings bonds and send it in to the Treasury. You can either get the paper bond replaced or request payment.

It helps to have the serial number of the bond, but it's not absolutely essential. They can search their records based on the owner and approximate date of purchase.

Are you talking about a savings bond? These are usually issued by the US government treasury through the bank. You'll need the actual document to redeem it.
