Citizens Banks(the ones located inside Tops) are open on sundays.

I doubt any bank in Buffalo, NY is open on a Sunday.
Besides, with the bad weather coming, they would most like be closed.

TD North and Bank of America would be two institution to look at.
Just call Customer Service for each and they will give the information.
