There isn't any observation deck on the US Bank Tower. The top of the building is the highest helipad in the world. Special authorization is required to access the helipad because of security concerns over possible terrorist threats/activity.
City Hall has a free observation deck on the 27th floor. The view on a clear day is all the way to Mt. Wilson.
