You'd have to ask the bank.
Is your account overdrawn? Have you maxed out your credit? Is it really your own card that you're using?
There could be many different reasons why the card was rejected. The bank is the only place that would be able to tell you.
I would check your balance if I were you. If there's enough in there, you have to call your bank and ask
