I believe if the bank does business in the jurisdiction that has the judgement, then they can garnish.

If they do not, then I believe they can not unless they go to your jurisdiction to collect.

But I could be wrong

Jim is right. see your lawyer.In Texas even though someone wins a case in court the court have no power to make you pay up. small clams court that is.
