How/where can my fiance deposit/cash a U.S cashiers check in Portugal/Lisbon? Banks there dont seem to know em

The cashiers check was issued from Heritage Credit Union here in the states and the banks he's taken it to in Barreiro (suburb of Lisbon) and in Lisbon act like they're never heard of cashier's checks, bank cheques, counter checks, etc. They tell him he might as well throw it away. He needs this money...

The procedure should be the same there as it is for handling a foreign check in the US. In my case, the bank, being reasonably satisfied that the check was good, applied the current exchange rate, charged a fee ($1.50) for handling, and credited my account. This does not impress me as rocket science; talk to the manager of the bank where you have an account, and if necessary, deposit the check "subject to collection" (meaning that you don't see the money until the check actually gets paid by the issuing institution).
