My brother had to withdraw over £500 in cash so he went out to the bank and filled in the request. Not surprisingly they refused to give him "his" money without any proof of ID. He has actually sent his passport to an embassy and is being held there for processing his application. And he doesnt drive,...

The bank staff have given him their requirements, it is clear what they must have, and your brother cannot provide it, so there is absolutely no point trying to find a way round it.

Does your brother have a bank cash machine card? It has a limit of £250 per day? Take £250 each day until he has the cash needed.

If he uses telephone or on-line banking
He could transfer it to you, and you could pick it up

Without ID I wouldn't like the bank to just give out Money

He needs proof of ID, and ideally it needs to be photo ID.
If he has nothing else, the only things I could suggest would be a utility bill and birth certificate.

if he has his debit card and proof of his id utility bills ETC, he should be able to get his money out, failing that he should ask to speak to the manager of the bank and explain his situation....

Pretty shortsighted of him. He could write YOU a check that you can deposit in your account and then give him the cash.
