Lloyds TSB is a legit bank but their HQ is on Gresham Street in London EC2. The address that you have given is not even correct for the Lloyds TSB Branch in Braintree which should be 2-4 Bank Street, Braintree, Essex, CM7 1UN
Lloyd's bank is legal and legit. Because you're not a permanent resident in the UK no bank here will just give you a bank account. I think what you're talking about is an off-shore account.
Why do you need the bank account in the UK? All banks here WILL rip you off sooner or later, I can promise you that.
