do not use a card it is illegal under 18 and at 13 someone will notice, take the card and likely call the police. Minors may use gift cards which perhaps in your case is a good idea. ATM access is up to the bank policy and minors if attached to a savings account. Reality as long as you ticket is paid you have access to a telephone for emergency (plenty in us airports call collect if need be) and $100 in cash for the travel time you have all you need.

ATM cards are linked to a bank account and unless you use an atm machine at YOUR bank (Wells Fargo, Bank of America, etc) you WILL be charged a fee with every cash withdrawal - could be as high as $3.00 or more, even if you only withdraw $20 - no parent in their right mind is going to add a 13 yr old as an authorized user on a credit card and you may get refused if you try and use any card that has someone else's name on it

Go with the flow

Your dad gave you a credit card?
Then just tell your dad to call that card company and add you as an authorized user on the account. You will get a credit card with your name on it.

Have your brother get a card and just tell him to give you the pin number.
