The house in question is in a suburb of Nashua, NH (near Mass border). On the edge of town near farmland, away from the traffic and stores, but the drawback is that it is right next to the town's race track. There is not much interest in this property as far as we can tell. It is a 3 bedroom 1 bath 1500 square...

Make the offer. They may counter but you can state that is the most you can pay. It's worth a try, just don't agree to pay more if you can't.

In a hypothetical manner so to speak, even if the bank would accept your counter offer of $140K you will still have to pay the closing costs as this is the standard operational procedure for the buyer's part or obligatory part.
