Is it the government? Is it the participating banks/credit union?

And to whom the board of governor answers to?

Central bank.... in what country? Different countries have different terms to their respective central Banks.
The federal reserve (the central bank in the US) has a dual ownership between government and some private interests. Some of those banks include Citibank and J.P. Morgan.



{this was done this way, in part, as a compromise to America's laissez faire beliefs. In the past (before 1913) all money regulation was done privately, by only the banks. That is if you exclude Alexander Hamilton's First Bank of America-- which Andrew Johnson closed on ideas of populist sentiment and paranoia. While i have considerable free-market beliefs, on the issue of banks, I side with Hamilton- the nature of these industries makes it too powerful to be in the hands of solely those who own banks and hold no other accountability, etc. except their own beliefs.}
