As for Russia, all the banks here are registered as Russian companies. For example, Citibank in Russia is not American bank who has its branch here. It is separate company established in Russia according to local legislation. Yes, owners are American Citibank and they use all the trademarks etc., but they are not 1 company. That is why you cannot manage your American accounts in Russian Citibank.
The same - for all the rest of American or European banks. That is why your idea number 2 doesn't work with Russian legislation. To send money to Russia you have to have bank account in Russia (idea 1). As tourist it is not the best since you are not resident of Russia. You have to have all your documents translated in Russian and notary verified and so on.
Also your idea will be checked in Russia for compliance with anti -money laundering legislation. It is very strict here especially with non-residents. You will be suspected since it looks very strange why you don't want use credit or debit card and ATM. Be sure.
For me it looks suspicious. And for bank security services in Russia will be too. They will ask you to provide all the documents confirming how you earned your money as deep as they will decide.
Possibly they will not allow you to withdraw money from your account at all.
I must be missing something.
The obvious is that you open a checking in Dallas.
And also get a credit card that has no foreign transaction fees.
Use your credit card for everything when you travel abroad.
And sign up for online bill pay to pay your credit card bill once a month
