Oh, go e-bay! I have 650 wheels also, and have found the best deals there--got a pair of practically brand-new Zip 404s for less than $600! Yes, I'm serious! 650s are less popular, and don't generate any where near the number of bids 700s do.
You don't have to go with Zip 404s, there's great deals on all different wheels in the 650 size for a whole lot cheaper. I really didn't need the Zips because I don't race, but they were a good deal and oh well, I'm a poser, what can I say? You should be able to pick up a fairly decent wheelset for as much, or as little as you want.
You can pick up rims and build them yourself there cheaper than anywhere else as well.
