Actually you should be looking for a bank that has overall low rates for using any atms in foreign countries. Even if you have a bank w/ an agreement with another foreign bank it would be inconvenient to search for that one bank. When you are traveling you want to use any atm available instead of wasting time in a unfamiliar city looking for a specific bank.

I find that BofA has really high fees like $5 per transaction.
Wachovia was lower like $3 but now I use the credit union atm card. it's only $2 per month (which works bec I travel a lot). I know a lot of people who travel and the ones who have accounts at smaller local banks have very low fees or no atm fees at all. My roommate has an acct at JD banknorth in NJ and there are no atm fees even internationally, so try a small, local bank. Keep in mind that even the international banks may charge a fee. At least you'll just pay one fee instead of 2 bank fees.

I used my Washington mutual debit card (with MasterCard logo) in Italy in January, there is no charge for paying with it at shops and restaurants, and I think it was just the normal different bank charge of I think 3 dollars to withdrawal there.
