was told I would get a refund by Primerica IBA within 10-14 business days of $199 and also notified my bank about the situation and that if I don't get the refund back to notify my bank again.. what can my bank do to get my money back? Cant my bank take action?

Doing the Right Thing

When you submitted your Independent Business Application with the $199, you will only get back $159 back since $40 of it was used to process your IBA and your state insurance licensing applications. I don't know if you still have the contract (all those pages in the back of the IBA), but if you don't, here is what you do:

Send a WRITTEN request to: (as exactly as shown below)
LICENSING - Refunds
Primerica Home Office
3100 Breckinridge Blvd
Building 400
Duluth, GA 30099-0001

In the letter you should state why you want a refund.
You have 120 days from the day you signed the IBA to send a written request.

I don't quite understand what Primerica IBA is. If it is something you bought for a refund, it should come in the mail, never give your banking info for refunds!

If your contract calls for a refund of fees, that should be an actionable event. Your bank has nothing to do with (from your description) and you might have to make a lot of calls and write letters to force the issue. Keep complete records of every phone call, e-mail, or correspondence you get. Stay after it.
