The company they reported you to is called Chexsystems, you have the right to file a dispute with them for the charge off report. Get a copy of your report here https://consumerdebit.com/consumerinfo/us/en/chexsystems/report/index.htm

You have to be real careful with banking in Houston, Texas. There's a huge emphasis on convenience over security. When I had similar problems in Houston, turned out that a girl that I knew was somehow withdrawing money from my account. At first the banks were all friendly and we'll help out but that disappears fast leaving you in a lurch. There's a lot of unscrupulous people in Houston that really know how to manipulate the banking system there.

You need to keep real close tabs on anything to do with the banks, buy a safe from Harbour Freight for $40, bolt it to the wall on a closet shelf and keep your unused checkbooks locked up, lock up your credit cards and ATM cards when you're home too and make sure you have records of everything that happens with your account. Also nothing is immediate, money deposited isn't deposited till it's cleared so give yourself plenty of time between deposits and when payments are due and be careful of the people around you. Depositing cash is always tricky, depositing checks or money orders leaves a better paper trail and from the banks point of view is underwritten by the check clearing services that they subscribe to. If you have a lot of weird banking stuff happening, someone you know is stealing from you and there's a lot of people in Houston who would do that. The banks in Houston are lax and sloppy but something probably happened on your end causing the deposit not to clear or a withdrawal was made by someone you know. The only sure way to get this resolved would be to cover the costs and then sit down with them to discuss what happened. You get too confrontational and not much will happen but if you are seen as a valued customer with security and procedural concerns, they will help you.

When they close your account, they also put you on a list which makes it impossible to get another bank account with any bank until you get the disagreement settled. There's a lot of people in Houston that can't get a bank account for one reason or another and most employers direct deposit paychecks these days so you need to have a bank account but there is a way around this. Those prepaid visa cards that they sell in Kroger's, Walgreens and Walmart are actually debit cards on special bank accounts in small banks scattered all over the States, when you register one of these cards to your name, address and SSN, that bank account becomes yours and you can have your paychecks direct deposited to that plus they waive the $5 per month maintenance fee for those cards if you set up a direct deposit. Keep in mind that the card you purchase at the store is a temporary card and the permanent one is mailed out to you. You'll have to call the 1-800 number to find out what ABA routing info to give your employer but basically that entire industry sprouted up because of all the people that got screwed up history with the banks and it basically provides you with a bank account that doesn't have as much consumer protection legislation requirements as far as bank fees so the banks actually prefer that you wind up with this type of bank account. It's not much but it's a way to build up the finances to deal with issues, the system in the States works for those with money so your first goal is to build up a balance.

Go with the flow

Question: Did you get credited for your car note (payment)?
A bank teller is not responsible for making sure you have the money in the checking account.
They never have, and they never will - not their job...
