I doubt it, and not least because there's no such job title as 'bank financer'! The fact that you're asking means you're suspicious, which probably tells you something already. Have you perhaps received an e-mail saying they want to transfer $10m to your bank account, etc.? In which case it's obviously a scam! Why don't you google '"bernard martins" garanti' and see what comes up. (No point in googling mustafa ibrahim as those are fairly common names.)
