No, you cannot withdraw money from an Canadian account from the American operation of the same bank. They are not connected.
But, there is a super easy way to withdraw your money, on the cheap.
Just bring your Canadian ATM card and use it at any BANK OWNED ATM in the US. They may charge you a couple of dollars for the service, but you can usually withdraw about $ 500 - $ 800 at one shot, so the fee is not very onerous. This also has the advantage of giving you the best exchange rate, far, far better than exchanging dollars at a bank in US.
You need to get an ATM card from Scotia. Use it just like a local ATM.
