You are dealing with a scammer.

There is no inheritance.

The scammer is just after your money.

Look up "Advance Fee Scam" or "Nigerian 419 Scam".

"Elaine" is probably a man and he is probably in West Africa. That is where most of these scams originate. The scammers often pretend to be women as women are viewed as more honest.
