You didn't say what happens when you try to log on... just that you can't. Do you get some sort of a message? If so, what did it say?
You would have to check with the bank on that. If you go to their site, I'm sure you don't have to log on to find a contact number to inquire about the site. Employees at the bank wouldn't have anything to do with problems with the web site, so it's understandable that they couldn't help you at your branch.
