You need to contact your base legal services to help you. The Service Member's Civil Relief Act was passed to help with exactly this sort of problem--your husband's identity may have been stolen or personal information may be compromised--but you need legal assistance. Go to your admin department wherever you are stationed and get a contact for legal services. It's part of your right as a military spouse--and you need to exercise it.
