I assume you are talking about AmTrust Financial Services Inc. (NASD:AFSI) as there is no such company as Amtrust Bank.
There is another company ...or was as they went bankrupt...called AmTrust Financial Corporation but they are not related as shown in this document

Eliminated its short term debt but increased its long term debt to $303Million....basically tripling it in the last year...well not really tripling the overall debt since a year ago they had $100million or so short term so make an increase of 50% in overall debt.

On an annual basis the net income has been a nice steady growth.
Seems to me that they are doing well financially and the share price is steadily rising accordingly.
Perhaps you were confused with the bankrupt company ...I was for a few minutes.
