Depends on the type of car racing. Indy is considered flat for NASCAR but banked for IRL (its actually 9 degrees). Michigan and Cali are slightly banked for NASCAR but high banked when the open wheel cars came (MIS is 18 degrees & Cali is 14 degrees).

For NASCAR I would say 13 degrees would be the line. New Hampshire and Martinsville are 12 and considered flat. Cali is 14 and Kansas City is 15 and they are not really considered flat.
