Try to find some structure under water. Many fish take shelter in structure or lie in wait to ambush prey. A sunken log or tree would be a good place to start but any structure will do. I also have trouble getting ahold of a boat at times so im very used to shore fishing.

If your fishing for bass..the pier is probably the best spot on the lake lol don't fish from the pier fish TO the pier..bass will hang out in shade or in some natural structure like submerged logs or weed beds and the pier is a great spot for bass looking to stay out of the heat and get into some shade..

Use your shiner as live bait, if you are fishing for bass cast your lure around vegetation or structure like logs or lily pads. For bass the best lures you can use are soft plastics. if you are getting bite from small fish you are using the wrong lure.
