They give e-mail addresses lottery winnings of 500,000 GBP but require 950 GBP to activate transit account to transfer the money to international accounts. They even give scanned deposit certs to be convincing. Beware! And do not transfer any money as per their request.

Most likely. Any organization that asks you for some sort of initial deposit after you've won something is operating a fraudulent business. They're supposed to pay you, not the other way around. It's possible that it's even one of those legal but unethical things.
