For most of recorded History Egypt has controlled the strip.
With interruptions like the Salomonic Empire Babylonian Greek Roman Turkish British and Germans. Out of 5000 years of recorded history Egypt has controlled Gaza for close to 4000 of those years.
Gaza and west Bank and large part of Israel today were part of Palestine state according to UN Security Council resolution 181 which created both Palestine and Israel as states.
