yes it could happen here, the cypriot government took the money out of the accounts before announcing they were going to do so, it was a public holiday in cyprus on monday so the banks will be closed and they are thinking of keeping the banks closed on tuesday to prevent a run on the banks but it has been revealed that the action was not sanctioned because no legal vote has been taken in their parliament and that is yet to come and may be defeated which makes the whole episode 100% illegal

It certainly couldn't happen as suddenly as it did in Cyprus, but there is no constitutional restriction saying the federal government can't tax things besides your income.
It should be interesting to see just how much damage this does to banking in the EU. I imagine people won't be keeping as much of their money in banks after this.

But, yes! The Federal Reserve is already, in essence, doing exactly this. Interest rates are near zero while inflation is 2%. you are losing 2% of the real value of your cash holdings every year. And they're going to keep doing it for an unknown future period of years.
