Driving to the outer banks from the northeast?

Hi all, I will be driving to the Outer Banks, specifically Nags Head, in a few weeks. If it helps, I will be coming from the Eastern OH/Western PA area. All of the routes I find take 95 through Washington DC. I would like to avoid DC as much as possible. Does anyone have a good suggestion? The best I have found...

Find US 13 S
Take that over/under the Chesapeake Bay Bridge & Tunnel to Virginia Beach and then down to Nags Head NC
