It's pretty tough to exchange VND outside of Vietnam. Larger banks and main branches will be the best sources other than the Vietnam consulates and embassy. Some banks will order (for lack of better terms) VND or other foreign currency for you to exchange.
Texas has a growing population of Vietnamese, and you might find exchange sources through some of the travel businesses in the Vietnamese communities of Texas.
