When I opened my account, Woodforest National Bank (inside the local Wal-Mart Supercenters) used Telecheck, not Chexsystems. I did open it three years ago, so it may have changed since then.
yes there are some and also Alamo Federal Credit Union does not use chexsystems, they use Telecheck
