actually, you would need to show an income of about $15,000 on the I-134 as that requires you to show an income of at least 100% of the Federal Poverty guidelines rather than 125% which is required on the I-864 which is used for immigrant petitions. money in the bank could be used, but you'd need to show at least $45,000 to be sufficient, or 3 times the minimum income required. Yak Rider is right that you can't get a joint sponsor as such for the I-134, but it is possible to have a close relative or friend file an I-134 for you. however, if you do that, it's up to the interviewing officer to decide whether or not to accept the I-134 if it's from someone else. keep in mind that you would have to file the I-129f fiance petition through USCIS in the US and it takes sometime to process and approve it, 8-10 months isn't unusual. and if he comes in on a fiance visa, you have 90 days to marry, and once you do, you have to file an I-485 adjustment of status form with USCIS to get him a green card. it will cost you about $1,000 to file that alone. plus, you would need to file an I-864 ans show an income of $19,000 at that point, but you could use a friend or relative as a joint sponsor then. check out uscis.gov for more information on how to do this and the various forms.

If you do not earn enough income, or have sufficient assets, then you will need to enlist the aid of a financial joint sponsor.

Most consulates will allow you to use a financial co-sponsor for a fiancee visa.

But Not all US consulates DO.

For example Manila, Ho Chi Minh City, Jakarta and Lagos do not allow the use of a co-sponsor for a Fiancee visa.

Before proceeding you should contact the consulate directly and ask what their policies are. To find the contact information of the consulate you are working with, go to http://romania.usembassy.gov/ then find the page for "non immigrant visas" and send an email to the contact shown there.

Currently the minimum income for a couple is $15,130 and for each additional member in the household add $3,800,

All is not lost if the consulate you are working with does not accept co-sponsors for a fiancee visa, as all consulates MUST allow a financial co-sponsor for married couples applying for a spousal visas.

If the consulate does not allow you to use a co-sponsor for a Fiancee Visa, then your solution would be to marry, then apply for a spousal visa.
