You need either money in the bank, or people who will pay for you.

If you are a Philippines citizen, there is visiting, working, or going to school, or permanently moving to the USA each with different requirements and procedures.
Visiting is the easiest and you do need money or proof of people covering the costs.
You need to prove you will be returning to the Philippines by your family and ties home. You need to show that you have transportation money and all living expenses covered including places to stay. Depends what country you're coming from, but most Visas requires proof that you have steady work, enough money to support yourself and don't plan on staying.
