All major banks are on Ecosystems, your best bet is try to open an account with a local bank.
As a side note if you tackle your problem with being on chexsystems in the first place you can make things much easier. If your satisfy your debt you wont have to worry about this
All banks use ChexSystems or the like. That's how they protect themselves from fraud. Some banks are more lenient than others when it comes to certain activities that are reported to ChexSystems.
US Bank for example, is more lenient. They offer "Second Chance Checking", meaning they will open an account for you even if you're on ChexSystems, ONLY IF the system doesn't have you as having fraudulent activities; the branch manager will decide at his/her discretion too. (i.e. ATM abuse, check fraud, etc...). Other banks such as, Bank of America or Wells Fargo would deny you immediately if you're on CheckSystems because it's too much of a liability for them.
