I have researched savings rates, and you do best either by special accounts at credit unions tied to debit cards, or via internet savings accounts. Interest rates are very low now. Most banks don't even want your cash because they have to pay FDIC insurance.
Here is the top 4. Since rates vary a little over time, cannot say which is "best".

(Ally is the old GMAC I think)
You may have to call each about methods to open the account. Usually you already have a checking account and transfer from there. It also acts as an initial ID, required by the government.
Bank of the Internet has an interest bearing checking account and ATM fee refunding.
BOFI is by far the smallest company. AMEX and DISCOVER are huge, and Ally is big enough as I am pretty sure they are involved with GM financing and may be part owned by the US government now.
Per 2 other answers so far: One is not USA, one calls for credit union. Bulldog FCU in Hagerstown, MD pays 0.05% per year which is much less than 0.9% in the banks above. SECU Credit using, if you are eligible pays 0.5%. Credit Unions are not paying as much as above banks.

if you want to start with small savings, i just you go with a nationalised bank, that either demand a starting deposit of either 500 or 1000 INR. you can choose based on wide network of branches and atm and also good customer service. few banks to go for - state bank of india, bank of baroda corporation bank etc.

also if you want to open account with a private sector bank, keep in mind that the average deposit ranges from 5000 - 10000 INR. private banks like ICICI, Axis, HDFC give good customer service.

Use a credit union, not a bank.
