Being charged twice on bank statement while paying off Ticket?

I just recently paid a ticket off ONLINE to the State of Michigan for $170. I check my bank statement, and im charged another $170, this time to the STATE OF MICHIGAN DISTICT BLOOMFIELD.

I paid the ticket on time.

Is this an issue with the Bank? Or the State actually billing me twice?
