Why is the bank of NY going to send you any money?? Do you have an account with them?? Are you from the philippines?? I take it you must be since you opened an account there.
Why not just ask your philippine bank what happened?? Why are you asking a bunch of strangers on the internet these questions. I have a problem with my bank account, I ask my bank these questions.
