It is completely legal. Your employer can determine which days you take for all your annual leave if they desire. Assuming you work 18.75 hrs a week (ie: part time hours being half the standard full time) you are entitled to 12 days holiday a year and this can include bank holidays/set days etc.

I am curious though - you say you are a volunteer at a charity. I assume of course then you don't get paid. If you aren't an actual employee you shouldn't be bound by these rules and surely you should be able to take more annual leave if you want?

You need to check with them that they are increasing your annual leave to cover this. They probably are as they have to pay a minimum of 4.8 weeks per year (going up to 5weeks soon) by law. If they have increased the leave and then you have to use it for bank holidays, you are not losing out.

Yes it is, you are entitled to 4.8 weeks holiday but your employer can make you take the bank holidays as part of it.
