Can I use my bank's free bill pay service with Quicken and MS Money?

I notice on the back of the Quicken box, it states that you have to purchase online bill pay, or use a third party bill pay service. Can I use my bank's service for this?

Sure, you can use the one offered by your bank. It's just not as integrated as Quicken's in terms of setting up payments. If you use Quicken Bill Pay, then you just set everything up within Quicken, without having to open up a browser and manually transfer payment info between the two.

I use my bank's bill payment system, making sure I make the transactions match up between Quicken and my bank.

No. Quicken wants you to use their service for a fee. I use my banks service because it's free and it does more then Quicken.
